Interaction Workshop on Forming the Local Caste-based Discrimination & Untouchability Monitoring Committee

In collaboration with: CDWN and KURVE Wustrow
Location: Golbazar Municipality, Siraha

Golbazar Municipality, in collaboration with CDWN and KURVE Wustrow, convened an interaction workshop under the Dalit Empowerment Act, 2076 to facilitate the formation and effective implementation of the Local Caste-based Discrimination and Untouchability Monitoring Committee.

The program was chaired by Mr. Shyam Kumar Shrestha, Mayor of Golbazar Municipality, with Hon. Pramod Kumar Jaiswal, Minister for Sports and Social Welfare, serving as the Chief Guest.

Mr. Laxmi Pariyar, President of CDWN, delivered the welcome remarks and outlined the objectives of the workshop—emphasizing coordinated local mechanisms, stronger monitoring, and practical measures to eliminate caste-based discrimination and untouchability at the community level.

Participants

The workshop brought together a strong cohort of local leadership from Siraha District, including:

  • Mayors and Deputy Mayors from municipalities

  • Chief Administrative Officers

  • Chairs and Vice-Chairs from rural municipalities

Objectives

  • Establish and operationalize the Local Monitoring Committee as envisioned by the Dalit Empowerment Act, 2076

  • Clarify roles, responsibilities, and coordination pathways among municipalities and rural municipalities

  • Share good practices for reporting, referral, and redress of caste-based discrimination cases

  • Strengthen commitment to inclusive governance and equal rights

Expected Outcomes

  • Agreement on the committee’s structure and terms of reference

  • A clear implementation roadmap with timelines and focal persons

  • Enhanced inter-governmental coordination to prevent and respond to caste-based discrimination

  • Renewed public commitment from local leaders to uphold dignity and equality for all

CDWN and KURVE Wustrow appreciate the leadership of Golbazar Municipality and the active participation of local government representatives across Siraha.
